Video: Anchorage Assembly Chairman Chris Constant mouthing ‘F-U’ at woman who was waiting to testify

A tense moment unfolded at Wednesday’s meeting of the Anchorage Assembly’s Housing and Homelessness Committee when a public testifier accused Assembly Chairman Chris Constant of mouthing “Fuck you” at her moments before her testimony.

Amber Brophy King, an Anchorage resident and vocal critic of the city’s homelessness policies, took to the microphone during the public comment portion of the meeting. As she approached the podium, Chairman Constant was seen leaving the room. Before that, however, video from the official Assembly livestream appears to show Constant turning toward Brophy King and mouthing the insulting profanity.

Brophy King addressed the incident directly at the end of her remarks, stating on the record:

“I’d like to get one thing more on the record — how unprofessional it was for Mr. Constant to get up and leave while I was speaking, but also how unprofessional it was for him to turn around and mouth ‘F-U’ to me on the floor when I was sitting right there.”

Her main testimony criticized the city’s approach to homelessness, highlighting personal experiences and systemic failures. She described intervening in a drug overdose near the Dimond Center a month ago and being advised by 911 dispatchers to leave the woman and not administer Narcan. She said she saved the woman’s life with Narcan anyway, and an ambulance never came.

Brophy King also referenced a break-in at her home that took Anchorage Police three hours to respond to, citing it as an example of how the city’s response systems have broken down — not only for the housed, but for the homeless population itself. She criticized the Assembly for spending more than $250 million on homelessness with “no real outcomes,” pointing to a rise in tents, overdoses, and crime.

“What we lack is accountability and results,” she said. “Where is the data showing how many people have successfully exited homelessness to regain stability?”

She also accused the city of awarding “lucrative contracts to friends” and failing to implement proven solutions seen in other cities. Calling for a public audit and a uniform standard of enforcement and intervention, she concluded by saying.

“This isn’t just a public safety crisis — it’s an economic, social, and moral one.”

The confrontation with Chairman Constant drew visible reactions from members of the public in attendance, though the committee did not immediately address Brophy King’s claim on the record.

As of Wednesday afternoon, Chairman Constant has not issued a public response regarding the allegation or the video footage.

The Anchorage Assembly has been under increasing scrutiny over its management of homelessness and public safety, especially with recent proposals involving sanctioned “parking lot” encampments, emergency shelter policy, and contract allocations.

Brophy King’s comments add fuel to a growing chorus of criticism demanding transparency, measurable results, and competent leadership from city officials.

  1. I’m sorry, but I am beating a dead horse. The people we have representing us in this city are disgrace. And we, the people do not show up to vote them out of office. It breaks my heart.

      How do you know for a fact people don’t “show up to vote” when those who count votes work for vermin like what’s pictured?

      What part of Anchorage’s election process is so free and fair that voters should trust it without question?

      Speaking of dead horses, look at that portrait again ..could that be the face of someone who’s known for some time that he doesn’t have to worry about elections because the people who”count” votes work for him?

      • JSC and Morrigan you are exactly right…if the citizens of Anchorage cannot take 30 minutes out of their day to cast a simple ballot they deserve what they get…and they are the ones that bitch the loudest

      • I have no problem believing no one is showing up to vote. Elections are rigged to encourage low voter turnout. The reason we separate local and federal elections is that local elections typically draw a small percentage of voters, and liberals have a much better turnout than conservatives do.
        This has been going on for decades and is why Anchorage has a deep blue government.

        • The mail-in elections greatly contribute to the low turn-out. It is a system that is unreliable (had neighbors, who did not get ballots in the mail), breaks the chain of custody of your ballot and per anecdotal reports mails ballots to individual no longer residing in the Muni. Now they want to foist RCV on top of that, which is universally disliked and will drive turn-out even lower.

        • Anchorage is not a deep blue city. I have harped on this point constantly, if you don’t move muni elections to the fall when we have State and Federal elections, this will never change. You can’t beat the Union phone banks and the muni employees votes when other income producing people have lives. Until this happens, nothing will change. Mat-su did this. Republicans don’t make this a priority. This can change at the State level for the whole state too.

      • All we know about voter turnout, mail-in ballot numbers, and election results is what we’re told by the unelected officials who work for Constant.

      • Anchorage was targeted by the left 10 years ago and obviously they have taken over and now we look like every other west coast city.

    • I do not think Anchorage elects these losers.
      I think:
      1. Changing muni elections to April instead of November helps by reducing turnout
      2. 100% mail in voting helps elect them
      3. Gerrymandering in the 1st degree helps elect them
      4. A ballot counting process that is damned near impossible to observe helps elect them
      5. The Clerk overseeing the election works directly for the Assembly elects them.
      6. And coming soon… RCV at the local level will ensure continue leftist control of the city.

      Combine that with overall human apathy about local politics, and you get a recipe for leftist control.

      What if that was your wife or daughter – and an effeminate man was talking to them like that?

      But, at that same time we a re supposed to show the upmost respect to a high school Furrie student that wants use a litter box in the bathroom.

  2. Please, never, ever allow any of the Assembly elected be allowed to run for State legislature, what a class of clowns their public perception, decisions, and persona present. Too, same for the voters who allowed these misfits to be elected, guilty by association, one could say.

    • Al, great point! I’m recalling that the last time Mr. Constant (disappointment) tried to be elected to a higher office, that ‘Santa Claus’ (literally!) got more votes! Too funny!

    • Sorry to break the election results but Forrest Dunbar and Andrew Gray (wasn’t on the Assembly but shed enough tears on their shoulders) won state seats very easy.
      Tells us a lot about their voter districts and the integrity of voter turnout.

      I recall during a past important election Chris Constant showed up down at the election office right in the middle of the ballot counting process with a very rich bouquet of flowers for his employee Barb Jones who was in the middle of counting thousands of ballots.
      That gesture in itself takes a very special kind of “Boss”.
      Now tell me he hates ALL women.

  3. Nothing will come of this from the Assembly members to discipline Mr. Chairman and expletive pointed at Brophy King. Business as usual in the chamber. Keep sticking it to Assembly, Brophy King. Everything you state is true and factual and Constant has no answer to this as “The Chair” and has to head straight to the gutter as he departs with his tail between his legs.

    Mr. Chair, point of order, you are out of compliance, personal attacks are not appropriate nor are gestures made into an “L” with your index finger and thumb (e.g. Loser). The Chair shall come to order or be ejected. Yeah, right. Robert’s Rules of Order apply to thee but not to me.

When your job is to manage on behalf of the electorate and you can’t spare a moment to listen to them on paid company time… and then need to denigrate that same electorate, it’s time for Anchorage voters to say F/U Constant, you POS. You’ve squandered enough money to have proven to everyone that you have no skills in this area beyond a parasite’s attraction to the sixty bones you make doing this. I’m not a fan of it myself but in your case it’s a perfect suggestion; bugger off.

  8. This is exactly what the Anchorage assembly thinks of the residents of Anchorage. Maybe if the 80+ % would show up and vote, Anchorage wouldn’t be a sh//hole and have a//e/ as leaders.

    • Many people seem to not want to vote, because the cards are “stacked” and they somehow always win..Whether because of bad voting machines or they have “friends” in the right places when counting ballots or whatever.

  9. Poor Mr. Constant, it must be hard to witness the complete failure of your world view. However, to insult a woman, or fellow human being, for pointing that failure out to others who may not have your acuity, is degrading to our city. Time for you to resign and take a vacation. Stay away from Portland or Seattle, they’ll cause more soul searching than your obviously weak character can handle.

  10. Assemblyman Constant is a ticking time bomb. He will unravel and explode in a very humiliating or, perhaps, very dangerous way soon if he does not get some professional help. This is the face of an assembly that has been used to getting its own way and being able to hide the unsavory things that it does with complicit help from the Anchorage Daily News and other local media. His meltdown will be glorious. When it happens, the best thing we can hope for is that it splatters all over his socialist allies on the Assembly.

  11. Reminds me of when Jamie Allard was on the Assembly during an important policy decision in which He voted against it to stall the procedure and He was caught saying on an unknown “hot microphone” the words “I just didn’t want her to have the power”.

    Just think for a moment how the Lefties would respond if Constant was a conservative throwing tantrums walking out of meetings and degrading women in the chambers.
    There would be “No Kings” protests everyday of the week with burning looting and rioting in the streets.

    Maybe Chris is suffering from the effects of Manopause?

    You are doing the very thing I admire the most by speaking it loud and clear right in front of them the same way Bernadette Wilson did to them during the phony wuhan farce lockdowns.
    I just love it when a woman has the guts to call them out one by one when they have less than zero respect for women.
    It sounds so much more intense than when a whiner like Chris’s buddy Sam Brinton complains about the Anchorage childrens mental health policy regarding gender dysphoria but that’s another skeleton hanging in Chris’s closet.

  14. The fact that he refused to listen to a member of the public speak during her allotted time should be grounds for removal alone. It’s literally his job to listen to the public’s concerns in this circumstance. Dereliction of duty and so disrespectful. He’s a parasite who thinks he’s a king. The disdain he has for those whom he is supposedly representing is disgraceful.
